Washington, D.C. – September 26, 2024:
The United States has announced a significant investment in NATO's Eastern Flank with a new $920 million Foreign Military Financing (FMF) direct loan to Romania. This substantial loan agreement underscores the United States' commitment to strengthening its alliance with Romania and supporting its efforts to modernize its military capabilities.
Romania, a valued U.S. partner and Ally, has been actively working to enhance its defense capabilities in response to regional security challenges. The loan will provide crucial financial support for Romania's ongoing military modernization program, which includes purchases of advanced U.S. defense equipment such as Abrams main battle tanks and the coproduction of ammunition.
In addition to its military modernization efforts, Romania has played a leading role in NATO, working closely with other Allies to advance Black Sea security and provide critical assistance to Ukraine. The country has transferred a Patriot strategic air defense system to Ukraine and has been training Ukrainian F-16 pilots.
The U.S. government is providing $60 million in FMF grant funding to help accelerate Romania's defense modernization by supporting urgent procurements of defense articles and services from the United States. This grant will complement the loan and help Romania achieve its military modernization goals more quickly.
FMF direct loans are a security cooperation tool reserved for some of the U.S.'s most important partners. The loan proceeds will further advance Romania's military modernization effort across a wide range of capabilities, substantially contributing to strengthening the defense and deterrence of NATO's Eastern Flank.
This agreement solidifies the U.S.'s unwavering commitment to enhancing NATO's eastern flank and demonstrates its support for Romania's role as a key ally in the region. By providing this significant financial assistance, the United States is helping to ensure the security and stability of Eastern Europe and the broader NATO alliance.
