Washington DC, USA — January 21, 2025:
During a rally following the inauguration, President Trump signed a series of executive orders, with the first one targeting 78 of the Biden administration’s policies, including the October 2023 guidelines for artificial intelligence (AI).
"The revocations within this order will be the first of many steps the United States Federal Government will take to repair our institutions and our economy," the executive order states. However, the document offers no specific rationale for the selected actions—just a list prefaced by "the following actions are hereby revoked." The revoked orders span several areas, including the ongoing response to the COVID-19 pandemic, immigration, climate change, and diversity, equity, and inclusion (DEI).
Biden’s executive order had laid out an ambitious roadmap for AI regulation, focusing on public protection and establishing best practices for the federal government. Among its provisions were safety and security standards, protocols for AI watermarking, and civil rights and consumer protections. It also sought to address the workforce impact of AI adoption by introducing initiatives to support workers and launching a federal job portal aimed at attracting more AI talent.
In addition to revoking Biden's AI guidelines, Trump’s Monday executive orders also withdrew the U.S. from the Paris climate agreement for a second time. Trump had previously pulled the U.S. out of the agreement during his first term, only for Biden to reinstate it upon taking office.
