Washington, USA — January 15, 2025:

On Tuesday, the United States and Thailand signed a landmark Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy, also known as the "123 Agreement." The ceremony in Bangkok featured U.S. Ambassador Robert F. Godec and Thailand’s Minister of Higher Education, Science, Research, and Innovation (MHESI), Supamas Isarabhakdi, formalizing a renewed commitment to peaceful nuclear energy collaboration.

The 123 Agreement establishes a comprehensive framework for the transfer of nuclear materials, reactors, components, equipment, and research information, underpinned by a shared commitment to nuclear nonproliferation. Once in effect, it will strengthen bilateral efforts to enhance energy security, support clean energy goals, and further cement diplomatic and economic ties between the two nations.

Nuclear energy is a key element in providing stable, affordable, and long-term energy solutions, especially as global demand for sustainable and secure energy sources grows. The United States aims to help Thailand develop a civil nuclear energy program that adheres to the highest international standards of safety, security, and nonproliferation.

This agreement also marks the revival of a nuclear partnership that began with the 1974 Civil Nuclear Cooperation Agreement, which expired in 2014 after four decades. Reestablishing this collaboration reflects the deep and enduring relationship between the U.S. and Thailand, which spans nearly 200 years and stands as one of the United States’ most robust partnerships in the Indo-Pacific region.

The 123 Agreement is expected to play a vital role in advancing Thailand’s energy security and its aspirations for achieving net-zero emissions. The collaboration aligns with U.S. efforts to promote advanced clean energy technologies and sustainable development globally.
