DUBAI, UAE — February 24, 2025:
Dubai has introduced an online system for obtaining marine driving licences, allowing both private boat owners and commercial vessel operators to complete the process digitally. This new initiative, announced by the Dubai Maritime Authority of Ports, Customs, and Free Zone Corporation (PCFC), aims to streamline the application process and enhance accessibility for all applicants, reads a KT report.
Rashid Khalifa Al Falasi, Manager of Maritime Enablement at the Dubai Maritime Authority, confirmed that two main types of marine licences are now available: a pleasure licence for private boat owners and a commercial licence for vessels used in business, such as tourist yachts and floating restaurants. The application process requires the submission of necessary documents, followed by a theoretical exam.
The exam consists of multiple-choice questions, with the number varying according to the size of the vessel. Applicants for boats up to 12 meters must answer 25 questions, while those applying for vessels up to 24 meters in length are required to answer 50. The theoretical test covers international maritime safety standards, ensuring that applicants are prepared to navigate safely.
For those who need a refresher or failed their initial exam, the Dubai Maritime Authority offers a one-day refresher course priced at Dh500. This course focuses on critical areas such as navigation, firefighting, personal survival, and the rules of the road.
To apply, candidates must download the Smart DMA app, log in using UAE Pass, and upload proof of completion from an accredited training institution. Commercial licence applicants will also need to pass a practical test, given the additional responsibilities involved in operating commercial vessels.
The age requirements are as follows: 16 years old for private boat owners with boats up to 12 meters, 18 for those with boats up to 24 meters, and 20 years old for larger vessels. Commercial licences also have a minimum age of 20.
Since the introduction of the online system, the demand for marine licences has seen a steady increase. In 2024, over 3,900 marine licences were issued, reflecting growing interest in boating and maritime activities in Dubai.
