Ankara, Turkiye — March 21, 2025:

In a move set to revolutionize citizen-state communication, Turkiye's Presidential Communication Center (CIMER) has launched an advanced update to its mobile application, incorporating artificial intelligence (AI) to enhance accessibility and streamline user experience. As one of the largest public service platforms in the world, CIMER’s new AI capabilities aim to empower citizens, making it easier to submit applications, track requests, and directly engage with government services.

Fahrettin Altun, Director of Communications for the Presidency, emphasized the platform’s role as a crucial communication bridge between the public and the government at the official CIMER Mobile Application Launch held in Ankara on March 19, 2025. During his address, Altun explained that CIMER’s evolution has positioned it as a powerful tool for enhancing participatory democracy and providing citizens with efficient means to interact with the state. He described CIMER as a key tool for advocating citizens' rights and fighting against illegal activities, making it essential for public policy and governance.

CIMER’s origins date back to the Beyaz Masa (White Desk) initiative, launched in 1994 under President Recep Tayyip Erdoğan's leadership as Mayor of Istanbul. Over the years, this initiative evolved, ultimately becoming the nationwide CIMER in 2018 after the introduction of the Presidential System of Government. Altun noted that CIMER has continued to expand its reach, now serving millions of citizens across the country.

In 2024, CIMER handled a remarkable 4.59 million applications. The platform has seen a shift in how citizens interact with it, with mobile app usage rising from 40% to 70% over the past five years, reflecting the growing reliance on smartphones for public service engagement. With this new update, users will be able to easily submit complaints, suggestions, and applications, while also tracking their status in real-time. This digital convenience is seen as a major leap forward in ensuring citizens’ voices are heard and that government services remain efficient.

A particularly notable development highlighted during the launch was the partnership with TÜBITAK BILGEM, Turkiye’s leading technology research institute, to incorporate artificial intelligence into the mobile app. Altun explained that the collaboration will enable the platform to better analyze patterns and respond to citizen inquiries more effectively. The AI integration will also optimize the application process, making it faster and more personalized for users.

CIMER’s success has not gone unnoticed on the global stage, having earned numerous accolades, including recognition at the World Summit on the Information Society Forum and the International Public Relations Association’s Golden World Excellence Award. These honors reflect the platform’s global impact in enhancing transparency and facilitating efficient communication between governments and citizens.

In his address, Altun also acknowledged Turkiye's critical role in global security and peace efforts, particularly in countering terrorism and disinformation. He stated that Turkiye’s position in the international community is vital, and emphasized the government’s commitment to safeguarding national unity while actively combating divisive narratives and manipulative propaganda.

Altun concluded by reaffirming that CIMER, now equipped with AI and backed by a user-friendly mobile app, is at the forefront of digital government innovation. “We will continue to improve our systems and ensure that every citizen has the tools they need to communicate with the state effectively. This is key to maintaining transparency, trust, and a government that works for its people,” he said.
